Ban Ki – Moon The UN Secretary General said on the 2nd of Feb 07 to the Paris Conference for Global Ecological Governance; ‘Protecting the global environment is largely beyond the capacity of individual countries. Only concerted and coordinated international action will be sufficient. The natural arena for such action is the United Nations.’
In relation to the proposals brought forward by UNEP that he should call an emergency summit (September has been tentatively suggested) of some twenty world leaders to workout a post Kyoto agreement he said this; “I know the Kenyan government has proposed to have such a summit. I’m going to discuss that with the president (Kenya’s Mwai Kibaki),”
It seems there is still a good chance of having the meeting as In New York, Ban Ki-moon’s chief spokeswoman, Michele Montas, said the U.N. secretary-general remained undecided on whether to push for a climate summit, as had been suggested by UNEP Exec. Director Steiner and Yvo de Boer, head of the U.N. Climate Secretariat. Part of the reluctance to call such a meeting is a question of political capital i.e would the leaders all agree to come.
