National Wildlife Federation Opposes the TRAIN Act Letter
On behalf of the National Wildlife Federation, and our over 4 million members and supporters nationwide, I urge you to oppose the “Transparency in Regulatory Analysis of Impacts on the Nation (TRAIN) Act of 2011 (H.R. 2401) and any amendments that would further restrict the Clean Air Act from protecting public health and wildlife. The bill would further delay fundamental clean air protections, undermining our ability as a nation to protect public health and the environment. Specifically, the TRAIN Act would indefinitely delay implementation of the Environmental Protection Agency’s (EPA) recently finalized Cross-State Air Pollution Rule and proposed Utility Air Toxics Rule, undermining long-overdue actions under the Clean Air Act to clean-up the nation’s biggest polluters.

Yesterday, Senators soundly defeated a series of amendments attacking the Clean Air Act yesterday as part of a debate on small business legislation. The House is staging a vote today on Rep. Fred Upton’s (R-MI) legislation, HR 910, to show their continued support for oil companies and other corporate polluters. The bill is expected to pass along largely partisan lines.

Dirty Air Act: Red Herrings Down on the Farm
Since 1970, the Clean Air Act has protected America’s public health and environment from harmful pollution while ensuring our economy is strengthened. As a result of the law, since 1990 that causes acid rain, asthma, developmental problems, and premature deaths has dropped 41% while our economy has grown 64%. Despite this sterling track record, big polluters are attacking the Act and urging their allies in Congress to give them free rein to dump carbon pollution into the air. Special interests like the American Farm Bureau Federation are among those spreading erroneous claims that limiting carbon pollution will result in undo intrusions and government oversight of farms. Such claims are baseless, protect polluters, and put the public health at risk.

CANCUN, Mexico (December 11, 2010) – World leaders concluded two weeks of intense climate negotiations in Cancun today, resulting in countries formalizing their greenhouse gas reduction targets pledged last year in Copenhagen. While the agreement fell short of a legally binding climate pact, progress was made on a number of key issues including stopping deforestation and establishment of a Green Climate Fund to assist developing countries most vulnerable to the impacts of global warming.

National Wildlife Federation strongly urges Congress to reject any attempt to delay or derail EPA’s work to crack down on global warming pollution. For decades Big Oil and corporate polluters have enjoyed free rein to dump global warming pollution into our air. The Environmental Protection Agency (EPA) is in the process of taking commonsense steps to crack down on these polluters. Now, some in Congress are coming to the defense of the oil industry and other corporate polluters with proposals to interfere with EPA setting global warming pollution reduction standards. Members of the House and Senate have offered legislation1 that will delay enforcement of the Clean Air Act and continue to send clean energy jobs overseas at a time when we should be creating them here at home and putting Americans back to work.

National Wildlife Federation - Senate on Brink of Climate Failure
Washington, DC (July 22, 2010) – Senate Democratic leaders today announced they would again postpone their effort to enact serious climate legislation. Larry Schweiger, president and CEO of the National Wildlife Federation said: “As a result of continued obstruction from every Republican Senator and a few Democratic Senators, the Senate is now on the brink of a colossal failure. This failure amounts to letting polluters off the hook while jeopardizing wildlife and our children's future. While there is still time for the Senate to act on climate change, we have lost confidence that there is the political will to overcome the oil lobby.
Corn Ethanol and Wildlife
Government incentives have led to skyrocketing growth in the U.S. corn ethanol industry over the past fi ve years. This has contributed to major increases in corn prices and corn demand, ultimately resulting in increased corn plantings across the country. Total U.S. corn acreage increased 19 percent between 2006 and 2007, to a level not seen since the Dust Bowl. Though plantings decreased slightly in 2008, they remain higher than at any point in the last fi fty years. About one-third of the nation’s corn crop is now diverted to ethanol plants. Farmers have shifted land into corn production from other crops, idle agricultural land, and native prairie, thereby causing wildlife habitat loss and degradation. Given that current legislation mandates increases in corn ethanol production through 2015, these patterns are likely to continue.
