Appeals Court Rules Plants Must Meet Clean Air Act Standards at All Times

A federal appeals court has ruled that refineries must meet the standards of the Clean Air Act at all times. Previously, industrial facilities were exempt from the Act during startup, shutdown and malfunction. Such regulation was in place since 1994 until 2002, when safeguards started to get stripped away. Environmental groups said the exemption was frequently abused by facilities, some of which were operating with "malfunctions" most of the time without penalty.  Read more at 2theadvocate.com
