EPA Expected to Regulate Carbon Dioxide for First-Time

The EPA is expected to regulate greenhouse gas emissions for the first time, Obama administration officials told the New York Times. The EPA is under an order from the Supreme Court to make a determination on whether carbon dioxide poses a risk to public health and welfare. EPA administrator Lisa Jackson has said she hasn't made a decision on the so-called "endangerment finding" yet, but it is widely expected that she will by April 2, the two-year anniversary of Massachusetts v. EPA, the Supreme Court case that spurred the court order. "We know how momentous that decision could be," said Jackson. Jackson said on Sunday that President Obama would prefer to combat global warming through a cap-and-trade bill but is willing to set rules for cars and power plants using the authority of the EPA.
