EU Presents Its Position for Copenhagen
On January 28, the European Commission outlined the European Union's negotiating position for the UN climate change conference in Copenhagen this December. The proposal calls for a new pact that will reduce emissions by 30 percent of 1990 levels by 2020 if other developed countries would commit to a similar target. The proposal also called for developing countries to limit their emissions 15-30 percent by 2020, however it did not set a specific sum that developed countries, including the EU, should transfer to developing countries to meet these reductions. In addition, the EU Emission Trading Scheme (ETS) could potentially link with other cap-and-trade schemes, such as those being discussed in the United States. Read more at AP
