Sec. of State Clinton Forms Special Envoy on Climate Change

Last Monday Secretary of State Hillary Clinton announced a new position, Special Envoy on Climate Change, to lead, shape and broker America's role in international climate negotiations, especially in the lead up to the UN climate conference in Copenhagen this December. To lead the envoy, Clinton chose Todd Stern, a senior fellow at the Center for American Progress who formerly worked on climate policy in the Clinton administration. The announcement was greeting warmly by environmental and climate leaders. In an article Stern wrote for Washington Quarterly in 2007, Stern said climate negotiations should be approached with "restless experimentation." One such experiment he recommended was having negotiations at the head-of-state level between a group of eight key developed and developing nations, including Brazil, China, the EU, India, Japan, Russia, South Africa, and the United States.
